Mods not downloading steam workshop

Mods from the Steam Workshop are found in the Steam Workshop content folder, the location of which depends on where you installed Steam. For the laptop I'm on right now, it's C:\Program Files (x86)\Steam\steamapps\workshop\content and then a numbered sub-folder that corresponds to Civ VI and then numbered sub-sub-folders (containing zip files) for each mod.

There is a popular site for downloading mods for Bethesda games, outside the Steam Workshop, but my impression was some modders preferred to use it because it allowed for more flexibility in how they created their mods, not because it was working around an issue with file corruption on the Steam Workshop.

First go into workshop, and Favorite all your mods. After an hour of searching I finally came across several different threads that all mentioned the mods download through Steam's Download queue. Since I work from home from time to time, I had scheduled Steam to download while I sleep. The problem appears to be what I suspected - Steam Client going into a loop over d/l, not d/l or updating and validating hidden mods. And this seems to coincide with the mass banning of mods starting last year on the workshop as I have 90+ such workshop IDs now. Mods can have comments, reviews, and ratings like other content on Steam. I've made a mod for a game. How can I get it on Steam?
